The key beneficiaries of the MUS project are the Ministries of: Transport, Construction and Maritime Economy, Regional Development, Administration and Dgitization and the Environment. Those four institutions participate in quantitative and qualitative research. On the basis of this research, organizational learning processes in the Polish administration will be diagnosed. Consecutively, supporting instruments of organizational learning are going to be developed based on diagnostic results and the experience of administrations in foreign countries. Then a set of instruments is going to be implemented in two select departments from each of the four ministries.
The selection of the Ministries is a result of the intention to provide broad dissemination and implementation of project results in the ongoing activities of Polish administration at the central, regional and local level, particularly in areas where evidence-based policies are of key importance. These particular Ministries have been selected due to the fact that they carry out differentiated activities in the functional dimension: the Ministry of Regional Development – programming functions, the Ministry of Transport, Contruction and Maritine Economy – implementing functions, the Ministry of the Environment – regulating functions and the Ministry of Administration and Digitization – steering functions. Such a choice provides a kind of representativeness in the Polish central administration system. The participation of the ministries mentioned above in the pilot research preceding the project that is presently implemented has provided the assumptions to undertake such a co-operation.
The selection of eight departments assigned for the stage of implementing and testing the instruments that support organizational learning mechanisms have been performed on the basis of an agreement made with the supervising bodies of surveyed ministries. The criteria is based on the percentage of returned questionnaires of quantitative research, providing the participation of the units with distinct functions. Some practical criteria related to the level of networking in a given department has also been taken into account. The high level of that factor can be easily converted into the possibility of rapid dissemination of future innovation in a given ministry or system.
